Hold the applause! Google Walter Haney, Florida, NAEP and see ho wthe third grade retention policiy helps create favorable stats by filtering the grade 4 sample. One can be in grade 3 3 times in Florida. Also watch for comparisons within Florida invovling years before and after such a filter was in place. 2008 grade 10 FCAT scores for Hispanic students in Reading; 70% scored in the bottom two levels of our five. Certainly this excludes those who dropped out, an area where Florda excels.
Figlio, 2009, produced a study showing the voucher students in Florida fare no better in their voucher school than in their prior public school.
